National E.coli vaccine?

Could an E. coli vaccine for cattle reduce the risk of tainted meat? We'll hear from producers of the vaccine, Bioniche Life and Alberta producers who are not injecting it into their herds. Should the E.coli vaccine be mandatory? If so, who should pay for it?
