A hotly contested bitumen pipeline across B.C. has a new twist, a proposed refinery in Kitimat. Canada had 40 refineries in the 1970's, there are just 18 now, and three are in Alberta.
Economists say our oil industry doesn't need more refining; China is building its own, but others argue Kitimat could become B.C.'s Fort McMurray.
Alberta oil sands companies are desperate to ship. How will the proposed refinery impact debate over a pipeline to the west coast?
